CAPTEC has intimate knowledge of all of Martin County’s seven (7) Community Development Areas (CRAs) having been actively involved in Martin County’s Capital Improvement Projects since the mid-1980s.  We have been involved with public improvements in all of the 7 CRA areas and are very familiar with the development patterns and goals of each CRA.

In addition, CAPTEC is working closely with the City of Port St. Lucie in the planning and development of blueway, greenway, residential and mixed use projects within their CRA district.

Funding Options

CAPTEC has been and continues to be actively involved with funding options for projects, whether grants, (such as the SLRI Team / 319 / Florida Forever / CDBG / FDOT) loans, (such as State Revolving Funds) and through Special Assessment concepts (such as developing tax interest financing (TIF) and SAD bond projects). 

CAPTEC has prepared bond financing reports for CRA improvements for the City of Port St. Lucie’s CRA.  Within that project, we had to equitably distribute costs based on the benefit to each individual parcel within the CRA. 

CAPTEC has developed assessment proposals for utilities based on Equivalent Residential Connection (ERC) square footage of projects and front linear footage. 

Upon completion of analysis for individual projects, CAPTEC develops the best financing options and then makes recommendations to our clients.
