FINANCING ASSISTANCE

CAPTEC has been and continues to be actively involved with funding options for projects, whether grants, such as the St. Lucie River Issues Team -local river cleanup river funds/ federal 319 grants / Florida Forever / CDBG / FDOT grants and loans, State Revolving Funds, and funding utilizing Special Assessment concepts (such as developing Tax Interest Financing (TIF) bond projects).

CAPTEC has prepared bond financing reports for CRA improvements for the City of Port St. Lucie’s CRA.  Within this project, we had to equitably distribute costs based on the benefit to each individual parcel within the CRA. 

CAPTEC has helped prepare Community Development Block Grant (CDBG) applications. We have also been involved with the administration of these grants. CAPTEC employees have participated in the DCA CDBG workshop program.

CAPTEC has developed assessment proposals for utilities based on Equivalent Residential Connections (ERC), square footage of projects and front linear footage.  CAPTEC can provide analysis and assist municipalities’ financial consultants in developing these programs.
